Поговорку "даже кошка может смотреть на короля" можно, при желании, понять и в том смысле, что король выглядит не настолько плохо, чтобы своим видом оскорбить кошачьи органы зрения. Я даже полагаю, что кошки — большие эстеты и для короля это комплимент.
